The CCT Bail Out Program of Government

I guess economists and sociologists would find it too early to make judgment on the success or failure of the Conditional Cash Transfer (CCT) program of the government
As laymen however, you dear reader and I can come up with opinions of our own based on observation and common sense.
The CCT which was initiated by former President Gloria M. Arroyo is actually a bail-out program that gives P1,400.00 monthly or P16,800.00 annually to the poor thru the Dept. of Social Welfare and Development (DSWD).
Under Arroyo, the CCT had one million recipients. Under President Aquino, the DSWD is targeting 2.3 million of the poor. I assume the criteria of selecting the poor-recipients would be the same in the past and present administrations.
There should be some minor changes in the monitoring system however, as the political opposition asked the Commission on Audit (COA) to “strictly” guard the disbursement of the P21 Billion appropriated by Congress.
The fund is a “bail-out” in the eyes of government and a “dole-out” to the regular wage earner who religiously pays his taxes and would perhaps seek loans to send his/her children thru college.
The late President Diosdado Macapagal had his Emergency Employment Administration (EEA) where hundreds of thousands were employed on temporary basis. They cut grass at roadsides, picked up liters and swept roads, with picks and shovels cleared foot trails, and whatever petty jobs the government thought of simply to justify the payroll.
Her daughter improved on her father’s program listing a million recipient-families. Sadly, both father and daughter presidents failed to diminish the number of the poor in the country.
And now President P-Noy adopted the same program. It is unthinkable for the President to continue Gloria’s failed strategy. Or was it trying to copy the Obama dole-out program that targeted the ballooning unemployed Americans?
Somebody once wrote that traditional liberal social programs have time and again failed to alleviate poverty.
21 Billion pesos is a huge amount of money. The government monthly distributes this to the supposed marginalized sector of society with good intentions to help bail them from further falling deep in the pitiful fate of poverty. Yet, apparently the government has simply recruited 2.3 million pinoy pensioners.
It may be negative to mention that a good percentage of these pensioners may opt not to seek gainful employment and simply wait for the monthly stipends.
And come to think of it newspaper items are revealing families who do not deserve to be in the CCT list. Yet it seems the DSWD wants to increase the number of poor families to increase the 2012 CCT budget.
The recent SWS survey indicating an upsurge in the percentage of poor Pilipinos, to me, is not an indication of a failed program under President Aquino. The survey shows there are more poor people now from the day the president assumed office almost ten months ago. And it is too early to make a definite opinion whether or not the program succeeded or failed.
There are always black holes in social amelioration programs. Even advance countries where honesty and discipline is of desirable worth can hardly succeed 100 percent in plugging those black holes.
Let’s just hope the funds go to the legitimate poor.-hp
