Flood control structures protect Balili River

LA TRINIDAD, Benguet - Flood control structures along the Balili River are but some of the efforts being undertaken to protect and rehabilitate the river system which is now in its deteriorating state.
Department of Public of Works and Highways –Benguet Engineering District (DPWH-BED) Acting Assistant Regional Director Engr. Benedicta Mendoza said three flood control projects were programmed along the river system.
The flood control rehabilitation project along Pines Park in Barangay Balili here amounting to P2.3 million was already completed.
But for the two projects located at Lower Balili River worth P21.9M and Upper Balili River worth P14.6M, only some portions were touched pending the issuance of a tree cutting permit, according to Mendoza.
Accomplishments for the two remaining projects were marked with negative slippage, meaning, these are beyond schedule already based on the work program Mendoza further said. Time frame for both projects is from April 26, 2011 to July 25, 2011.
Julio Lopez, Community Environment and Natural Resources Officer (CENRO) for La Trinidad cluster said the tree cutting permit will be issued by the Department of Environment and Natural Resources –CAR (DENR-CAR) for their action and further evaluation.
More than a hundred trees were identified to be affected in the construction of the two flood control projects along the Balili River. The DPWH, CENRO – La Trinidad and the town’s local government unit conducted the joint inventory.
Contractors are expected to replace the trees to be disturbed. For every tree cut, project contractors should replace it with 50 seedlings of trees to be planted in appropriate areas along the river, said Lopez.
Earth balling process utilizing a machine for transferring as recommended is one way of saving the young growing trees ,according to Lopez. *(JDP/SCA- PIA CAR,Benguet)
